    Strategic Networking and Catalysts Grants 2019

    Program Guidelines & Policies

    Objective

    The Strategic Networking and Catalysts fund is a pilot project with the simple goal of encouraging networking and learning activities among heritage and like-minded organizations located in rural British Columbia.

    Successful applicants will describe timely and needed projects that will have the potential of providing lasting effects for the involved organizations and will improve the practice of heritage in the local area.

    Defining Rural

    • Indigenous or non-Indigenous communities with a population of 25,000 or less, located outside the geographic boundaries of Metro Vancouver and the Capital Regional District.
    • Populations will be based on the most recent census data as provided by the applicant.
    • It is possible for organizations in larger communities to work with organizations in rural communities and to locate the activity in the smaller community. In this case, the rural community will be the lead applicant.

    Defining Projects

    • Networking and learning activities that act as catalysts to improve effectiveness, collaborations, skills, shared knowledge, improved practices, increased capacities, etc.
    • Activities that bring together two or more organizations over one or more days.
    • Activities can include (but are not limited to) meetings, forums, conferences, and workshops.
    • Discussion topics and activity goals must meet local/regional needs.
    • Activities will take place between January 1, 2020 and November 30, 2020. Extensions will not be available and any unclaimed grant funds as of November 30, 2020 will be forfeited.

    Defining Eligibility/Ineligibility

    • Eligible applicants are those organizations that work within the broad definition of heritage. Partner organizations can work in other sectors but with shared interests and goals.
    • Eligible applicants include:
      • heritage/history societies;
      • local governments with an established heritage program(s);
      • local governments with a demonstrated interest in establishing a heritage program(s);
      • museums;
      • archives;
      • Indigenous organizations and governments;
      • Cultural centres that promote the history and heritage of a defined group.
    • Eligible applicants are Heritage BC members.
    • Individuals and private businesses are not eligible to apply.
    • Proposed activities will not be part of the organizations’ standard programming and business model. Heritage BC may refer applicants to other fund programs if it is believed the proposed activity is better aligned with another established funding opportunity.

    Available Funds

    • Each successful applicant will receive up to $7,500.
    • $5,000 will be released to successful applications once initial requirements are fulfilled.
    • Remaining funds will be released upon receipt of a final expense claim and summary report; a maximum of $2,500 additional funds can be claimed.
    • Expense claims exceeding $7,500 for the entire project will receive up to $2,500; expense claims totalling less than $7,500 for the entire project will receive total funding up to the amount claimed.
    • Heritage BC reserves the right to request detailed expenses and to disqualify expenses if deemed to be ineligible.
    • Matching funds are not required.

    Defining Expenses

    • Room rentals and other expenses directly related to the presentation of meetings, forums, conferences, workshops, etc.
    • Marketing, communications, and printing.
    • Honorarium and travel expenses for guest speakers and Indigenous participants.
    • Catering
    • Funding will go to the expenses directly incurred through the presentation of the activity. Regular overhead expenses (e.g. staff, office, utilities, programming) are not eligible.

    About the Process

    • All potential applicants must contact Heritage BC’s Heritage Program Manager Laura Saretsky at [email protected] or 778-995-7243 to discuss appropriateness and eligibility of proposed project and to receive a password to access the submission form. The definition and work of the sector is broad, as is the scope of this fund, so it is important to verify eligibility before applying. Heritage BC reserves the right to determine eligibility.
    • A fully conceived project is not required in order to submit a proposal. Projects will be assessed on the applicant’s understanding of community needs and goals, potential partnerships, and anticipated participation. Alignment with the guidelines will also be part of the assessment.
    • Submissions will be gathered via an online password-protected form. The Heritage Program Manager will provide the link and password after verifying eligibility.
    • Submissions will be peer-reviewed. The decisions of the jury will be final.
    • In certain situations, successful applicants may be required to meet additional requirements before funds are released.
    • Successful applicants will be required to sign a contract and to provide proof of insurance.
    • 66% of the grant fund will be paid once the initial obligations are fulfilled by the successful applicant (e.g. returning the signed contract).
    • The remainder of the grant will be paid upon receipt of an expense report and summary of the activity.
